　　This action plan is formulated in order to implement the Development Plan of Robot Industry in the Tenth Five-Year Plan of the Ministry of Industry and Information Technology and the Development Plan of High-tech Industry in Beijing during the Tenth Five-Year Plan, seize the opportunity of a new round of global scientific and technological revolution and industrial transformation, accelerate the innovation and development of robot industry in this city, and build a highland of global robot industry.

　　I. General requirements

　　(A) the guiding ideology

　　By 2025, the innovation ability of the robot industry in this city will be greatly improved, and 100 kinds of high-tech and high value-added robot products and 100 kinds of application scenarios with national promotion value will be cultivated. The number of robots with 10,000 people will reach the world’s leading level, forming an active development ecology with innovative elements and innovation and entrepreneurship. The income of the robot core industry in the city has reached more than 30 billion yuan, creating a leading domestic and international advanced robot industry cluster.

　　Focusing on the world’s cutting-edge technology and future strategic needs, we will step up the layout of humanoid robots, promote the leap development of four types of superior robot products: medical health, cooperation, specialty and logistics, implement hundreds of new robot projects, and create an innovative product system with intelligent drive, integration of production and research, and openness and leadership.

　　(A) step up the layout of humanoid robots

　　Benchmark the international leading humanoid robot products, support enterprises and universities to carry out research and engineering of humanoid robot products and key components, accelerate the construction of Beijing humanoid robot industry innovation center, and strive to become a national manufacturing innovation center. With the goal of small-scale production and application of humanoid robots, we will create basic conditions such as general intelligent underlying software and interfaces, general hardware development supporting facilities, focus on breaking through key technologies such as general prototype of humanoid robots and general artificial intelligence model, and vigorously promote the development and application of open source control systems, open source chips, open source simulation software, etc. Taking 3C electronic manufacturing, new energy vehicle production, security emergency and other typical scenarios as the traction, we will support upstream and downstream enterprises in the industrial chain to jointly carry out product research and production line construction through "revealing the list" and accelerate the process of autonomy of the whole industrial chain.

　　Give full play to the basic advantages of the robot industry in this city, and improve the technical level and market competitiveness of four types of robots: medical health, cooperation, specialty and logistics. In the field of medical health robots, facing the forefront of the industry and the needs of medical applications, the ability of surgical robots to assist in the whole process of surgery is improved; Give full play to the synergy of medical workers in the capital, optimize the medical device registration and health insurance policies, and increase the promotion of clinical application. In the field of cooperative robots, we will break through key technologies such as light weight, visual enhancement, force perception, compliance control and self-learning of the whole machine, improve the load capacity of the whole machine, and develop adaptive cooperative robots; Carry out complex task execution algorithm and end effector technology research, and promote the intelligent and flexible development of multi-degree-of-freedom cooperative robots. 　　Tap the potential of the capital’s scientific and technological research and development resources, strengthen the strategic layout of frontier areas, and make overall plans to promote key core technologies of the robot industry. In terms of basic general technology, it breaks through the technologies of robot system design, modularization and flexible reconfiguration, and robot cloud-edge-end fusion. In the aspect of man-machine cooperation technology, three-dimensional holographic environment modeling and high-precision tactile and force sensing technologies are developed. In terms of basic software technology, the robot operating system is developed, and technologies such as general support software and simulation platform software are developed for the needs of robot research and development, manufacturing, testing and practical application. In terms of fusion and reuse technology, we will explore the development and application of new structures such as artificial muscles and electronic skin, and promote the cross-integration development of new materials, bionic technology and new manufacturing technology.

　　Benchmark the international advanced level, implement the industrial base upgrading project, comprehensively improve the comprehensive performance of key parts of the robot, and strengthen the key support ability for the whole machine. 　　Give full play to the advantages of Beijing-Tianjin-Hebei industrial synergy policy, support robot head enterprises to give full play to the advantages of industrial chain, and guide the layout of upstream and downstream supporting enterprises in Tianjin and Hebei. Enterprises headquartered in Beijing and producing in Tianjin and Hebei are encouraged to realize the docking of production resources and the coordination of production processes by building industrial internet platforms and "parent-child factories" to enhance the integration ability of industrial chains and supply chains.

Guangzhou Property refers to land AF020106 located in the core area of White Swan Pond Business District, Liwan District, Guangzhou, with a site area of 13,968 square meters, a plot ratio of 15 and a floor area of 209,520 square meters, and the land is designated for commercial and enterprise purposes.

According to the announcement, the project company acquired Guangzhou property through open market bidding and auction in 2017 and acquired the land use right of Guangzhou property in 2018. It is planned to build a 64-storey high-rise commercial building with a 5-storey basement on the property in Guangzhou.

According to the appraisal report issued by Guangdong Tongde Real Estate Land Assets Appraisal and Planning Surveying and Mapping Co., Ltd. dated March 21, 2024, as of February 29, 2024, the market value of land use right of Guangzhou property was about 3.122 billion yuan.

If the payment conditions agreed in the contract are met, the procurement unit shall, within 15 days after receiving the invoice, apply to the national treasury for centralized payment of the corresponding purchase funds to the supplier account agreed in the contract from the "filed application for payment" entrance of the financial integration system, and shall not delay payment on the grounds of institutional change, personnel turnover, policy adjustment, etc., and shall not take the obligations not stipulated in the procurement documents and the contract as the conditions for payment to the supplier.

IV. Relevant requirements

(1) Establish and improve the procurement internal control management system. The competent budget unit should establish and improve the internal decision-making mechanism of government procurement matters in its own department, improve the internal control management system of government procurement, clarify the post authority and responsibility, and strengthen internal audit and discipline inspection and supervision. (2) Implementing the functions of government procurement policies. All units should actively implement the "Government Procurement Law" and its implementing regulations, and other policy functional provisions on government procurement to achieve energy conservation, environmental protection, poverty alleviation, scientific and technological innovation and promote the development of small and medium-sized enterprises and prison enterprises, embed procurement policy objectives in budget performance objectives, improve the implementation mechanism of procurement policies such as reserved expenditure ratio and demand standard management, and clarify specific requirements for supplier qualifications, technology, services, safety, quality and performance conditions. Municipal universities and scientific research institutes purchase equipment and consumables urgently needed for scientific research, and adopt the procurement mechanism of special affairs and on-site handling, which may not be handled according to the government procurement bidding procedures. (3) Strengthening the management of government procurement services. All units should strictly implement the Administrative Measures for Government Procurement Services (Order No.102 of the Ministry of Finance) and the Notice on Implementing the Administrative Measures for Government Procurement Services and Standardizing the Work of Government Procurement Services (Tong Cai Gou [2020] No.19), fully understand the importance of government procurement services, and correctly grasp the specific requirements of the purchasers, undertakers and contents of government procurement services. Strictly abide by the provisions such as "introducing a third-party organization to evaluate the performance of government-purchased service projects with a price of more than 3 million yuan, soliciting opinions from the public or third-party professional organizations and experts on the procurement requirements of public service projects provided by the government, inviting actual users or third-party professional organizations and experts to participate in the acceptance and making the acceptance results public", and standardize the implementation of government-purchased services. Before the Provincial Department of Finance issued a new catalogue of government procurement services, the catalogue of government procurement services stipulated in the document "Su Cai Purchase [2020] No.16" was still implemented. No unit or individual may interfere with the procurement unit’s independent choice of agency by means of lottery, lottery and selection.

The agency fee can be paid by the supplier who won the bid (clinched a deal) or by the purchaser. If it is paid by the successful bidder (transaction), the supplier’s quotation shall include the agency fee. If the agency fee exceeds the limit standard, it shall be paid by the successful bidder (transaction) in principle.

The agency shall clearly indicate the charging method and standard of agency fees in the procurement documents, and disclose the charging situation of this project together with the result of winning the bid (transaction), including the specific charging standard and amount.

(6) Refine and optimize the setting of evaluation factors. All units and procurement agencies should scientifically set evaluation factors and further refine the quantitative evaluation factors according to the project demand characteristics and performance objectives. The objective evaluation factors should be set with fixed scores, while the subjective evaluation factors should refine the scores and reduce the discretionary space.

(7) Standardize the management of margin revenue and expenditure. All units and procurement agencies should strictly implement the provisions of "Tongcaigou [2020] No.30" to cancel the collection of bid bond for government procurement; If it is really necessary to collect the performance bond, the supplier shall be allowed to choose to pay or submit it in non-cash forms such as check, draft, promissory note and guarantee; In the procurement contract, the way, time, conditions and non-return of the performance bond are agreed, and the liability for breach of contract for overdue return of the performance bond is clarified.

(eight) the full implementation of government procurement information disclosure. (9) Strengthen the handling of government procurement disputes. Procurement units and procurement agencies shall handle government procurement disputes in accordance with the Government Procurement Law and its implementing regulations, Measures for Questions and Complaints in Government Procurement (Order No.94 of the Ministry of Finance), and Notice on Forwarding the Handling Process of Questions in Government Procurement (No.33 [2018] of Tong Cai Gou). For those who do not violate laws and regulations, we must do a good job in communication, coordination and resolution, ensure that we can answer questions within 3 working days, answer questions within 7 working days, and cooperate with the financial department to investigate and handle complaints.
